First Sergeant Ed Maness is a twentytwoyear veteran of the North
Carolina Highway Patrol. As manager of the Highway Patrol's Video and
Computer Training Group, Maness often takes to the skies to record the
aftermath of events like hurricanes. He was unaware, however, that his
assignment following Floyd would lead to a daring rescue attempt and an
award for heroism. He was interviewed in his Raleigh office in July
2002.
"People don't understand that twelve inches is enough water to float a
fullsize car. Literally take it off the road. When you add a current
that's like a beach current, then you're just asking for trouble. And I
think that's the main thing that people did not understand. We saw it so
many times. People who thought they could get through an area, and when
they got in the water they started to slip and slide, and they got
scared, and when they got scared they lost it, and when they lost it,
they lost their lives."
